Kimel Exchange’s guidelines for law enforcement data requests, detailing procedures for handling government requests while ensuring compliance with legal obligations and protecting user privacy.
Introduction and Scope
KIMEL View S.A. (“the Company”) maintains a commitment to cooperating with duly authorized law enforcement agencies while upholding its obligations regarding user privacy and data protection. These guidelines set out the procedures and requirements for submitting, processing, and responding to law enforcement requests for information.
Official Communication Channels

Mandatory Requirements
All requests must contain, without limitation:
- Full legal designation of the requesting authority.
- Complete credentials of the authorized officer(s).
- Official contact information for verification purposes (institutional email domain and telephone).
- Detailed specification of the information being requested.
- Comprehensive legal basis and the jurisdiction under which the request is made.
- All pertinent case identifiers and reference numbers.
Requests missing any of the above will be returned for completion before processing begins.
Technical Specifications
For efficient processing, please provide the relevant transaction IDs, order IDs, wallet addresses, and any other identifiers in the body of the request or in a separate XLSX or CSV file, to ensure accuracy and minimize copying errors.
Processing Protocols and Timeframes
Standard processing:
- Initial review: 1–2 business days.
- Complete processing: up to 5 business days.
- Complex matters: 5–15 business days, subject to scope and complexity.
Urgent matters. For matters involving imminent threat to life, national security concerns, or ongoing serious criminal activity, mark the request clearly as “URGENT” and include supporting justification. Urgent requests are prioritized ahead of the standard queue.
Authority Verification
The Company implements a multi-tiered verification process:
- Authentication of official credentials.
- Validation of authorized communication channels (requests from personal or non-institutional email addresses will not be processed).
- Verification of jurisdictional authority.
- Assessment of supporting documentation.
Confidentiality and Data Protection
- All communications are treated with strict confidentiality.
- Data transmission occurs through secure channels.
- Information retention adheres to applicable privacy and data protection laws.
- Disclosure is limited to the minimum information necessary to satisfy a valid request.
Jurisdictional Considerations
The Company is incorporated in the Republic of Panama and responds to requests in accordance with Panamanian law and applicable international cooperation instruments. The Company reserves the right to:
- review requests for jurisdictional compatibility;
- require additional documentation, including requests submitted through mutual legal assistance channels where appropriate;
- decline requests that do not meet legal requirements;
- notify affected parties where legally mandated or permitted.
Updates and Modifications
These guidelines are subject to revision without prior notice to maintain compliance with evolving legal requirements and operational needs.
Liability Limitations
Kimel Exchange expressly disclaims:
- responsibility for technical errors or omissions;
- liability for processing delays;
- guarantees of data availability;
- warranties regarding information accuracy.
The Company maintains discretion in determining the appropriate response to each request based on legal requirements, operational capabilities, and resource availability.
